CBAM 2028: will your product be covered?

From 2028 the EU plans to extend CBAM to products made from steel and aluminium. The Commission, the Council and the European Parliament each want a different list. Enter your CN code to see where it stands in each.

None of these lists is law yet. The Parliament and the Council will agree the final list, planned to apply from 1 January 2028.

Where it stands

The Commission proposed the extension on 17 December 2025, for goods that are mostly steel or aluminium by weight. The Council agreed its position on 12 June 2026 and added boilers, turbines, engines, electric motors and many machinery parts. The Parliament voted its position on 15 September 2026: it adds every product in chapter 73 (articles of iron or steel) and whole headings such as pumps, refrigerators, valves, bearings and trucks.

The Parliament and the Council now negotiate the final text. A product on all three lists is very likely to be covered from 2028; a product on only one list may or may not be.

What to do now

  1. Find the 8-digit CN code of each product you sell to the EU, and check it above.
  2. If it is on any list, map the steel and aluminium you buy for it, and who supplies it. Once the product is covered, your EU buyer will need its embedded emissions, and those come largely from that metal.
  3. Check again after the negotiations: this page will be updated when the final list is agreed.
