The cost goes up every year
Two things push it up. The EU's penalty mark-up for using default values rises from 10% to 30% by 2028, and the free allocation that offsets part of the cost shrinks to nothing by 2034. Here is the buyer's yearly bill for 100 tonnes of bolts:
