What a monitoring plan is
If your EU buyer is to use your actual emissions instead of the EU default values, your installation needs a monitoring plan: the written method for how you measure fuels and materials, calculate emissions and attribute them to your goods. The EU rules set the minimum it must contain and require it in English. An accredited verifier checks your emissions against it.
The 22 minimum elements
Point A.5 of Annex II to Implementing Regulation (EU) 2025/2547 lists them. The draft uses the same numbers, so your verifier can find each one.
- Date and version number
- Description of the installation and its production processes
- Goods by CN code and functional unit
- Production processes and routes, and the goods of each
- Non-CBAM goods, if any
- Relevant CBAM benchmarks
- Monitoring methods for each process, with measuring instruments
- Calculation factors and sampling plan
- Source streams and emission sources
- Parameters for the standard or mass balance method
- Measurement-based methodology, if used
- Perfluorocarbons from primary aluminium, if relevant
- Diagram and system boundaries
- Precursors and their suppliers
- Zero-rated fuels
- Measurable heat
- Electricity produced in the installation
- Evidence for actual indirect emissions
- Evidence for electricity imported into the EU
- Waste gases
- CO2 capture, storage and use
- Control system for data quality
Before you send it to your verifier
- Complete every item marked [TO COMPLETE], and check each "Not applicable".
- Attach the diagram of the installation and process boundaries (element 13).
- Match the data flow to your real records: invoices, meter readings and production logs.
- Keep the records for at least six years after the reporting period.
